According to the Digital Economy of the Russian Federation national program, the law on experimental legal regimes, also known as the law on "regulatory sandboxes", should be adopted before the end of 2019.
The exceptional importance of the document is explained by the fact that the existing legal norms significantly limit the development and implementation of innovative services and products since their full testing often contradicts the existing legal norms and entails the legal liability of innovators. The creation of special regulatory regimes in which the operation of national legislation would be limited for the purpose of conducting trials would allow creators of innovative solutions to act without risk of breaking the law. In addition, the test results obtained in the sandboxes will give the state the opportunity to improve the regulation of new technologies, relying not only on assumptions but also on the results of specific experiments.
The draft law should allow individuals involved in the development and implementation of digital innovations to implement them and test their usefulness with dropped restrictions, limiting conditions, and other encumbrances established by regulatory legal acts without the risks of violations.
