The key priority among the nuclear energy development tasks is in prioritization of innovative development, meaning the development which enables implementation of highly innovative product on the nuclear energy market or improves the existing solutions.
With that said, the innovative development in the nuclear energy sphere has its own, unique features, due to technically sophisticated nature of nuclear facilities. In order to incorporate new technologies, we must either modify current regulation, which imposes certain limitations for their development or adopt new regulation, including international conventions.
First of all, it’s the necessity to coordinate international efforts towards the creation of innovative nuclear reactors and alternative fuel cycles. Without the global coordination of international scientific society under the authority of IAEA, the shift towards dramatically new technologies in the nuclear energy sphere shall be considerably harder, because of certain absence of international regulation and global conventions.
Second, researches aimed at nuclear reactors of new generations are one of the most important paths of national regulation development. Absence of the particular legislation in the sphere of small modular or transportable nuclear reactors – can be seen as both legal issues, but also as a challenge, which in turn will bring the world towards more accessible nuclear energy in certain cases when building of full size Nuclear Power Plant is not feasible.
On the other hand, development of two component nuclear energy cycle can solve the issue of storing for spent nuclear fuel and will help to avoid building system of long-term repositories. This will not only ease national regulation, but will also strengthen the non-proliferations system, as weapon-grade materials would be used as new fuel types for different reactors
It is important to note that in time this trend of innovative development in the nuclear energy sphere will continue and become more important. Experience and best practices exchange in legal regulation of innovative development are key and important prerequisites towards effective and innovative development in the nuclear energy sphere.
