To become a SPBILF 9 ¾ delegate, you need to register on the Forum’s official website in the Registration section and pay the participation fee.
Registration is available in two languages, Russian and English.
Registration for SPBILF 9 ¾ shall not be considered complete until the delegate receives a registration confirmation email with credentials for access to their personal office (login and password) and pays the participation fee.
A personal office is the delegate’s personal interactive webpage on the official Forum website for exchanging information and documents between the delegate and the Forum organisers as well as access to SPBILF 9 ¾ online broadcasts, their recordings and other Forum materials. Upon the delegate’s successful registration on the official Forum website, they are automatically redirected to their personal office, where the document package is generated for participation fee payment.
The delegate obtains access to their personal office after successfully filling out the registration form on the official Forum website. The personal office authorisation credentials (login and password) are forwarded to the delegate’s email address provided during registration.
The personal office icon is a blue button with a key symbol in the upper right-hand corner of any official Forum website page. To access their personal office, a delegate has to enter the login and password from the email they received upon submitting the registration form.
Personal office logins and passwords provided for participation in earlier editions of the SPBILF are no longer valid.
The package includes participation in all of the online events on the official SPBILF 9 ¾ programme and three months of access to SPBILF 9 ¾ event recordings after its completion.

Registered delegates can pay their participation fee in their personal office:
Both individuals and legal entities can effectuate the participation fee payment. In either case, the transaction must be performed by the party indicated as the customer in the agreement (offer).
The participation fee must be paid within 15 days from the time of the agreement (offer) generation; after that, the document shall be null and void. Payments under agreements (offers) generated after May 1, 2021, must be effectuated no later than May 17, 2021.
The date of payment is the date of its receipt in the Forum organiser’s current account.
The organisers shall consider any changes to the payment procedure individually upon receiving a written request to that effect at the Delegate Management email address: firstname.lastname@example.org
The SPBILF 9 ¾ participation fee indicated at the time of the delegate’s registration shall remain valid until the time of payment.
Upon the Forum organiser’s receipt of a delegate’s participation fee in their current account, the delegate’s personal office will display the “Payment Confirmed” status in the Participation Fee Payment section.
Accounting documents (service completion certificate and tax invoice) executed in compliance with the applicable legislation shall be issued to the customer (an individual or entity that has paid the Forum participation fee) in the digital format through the electronic document management system under the provisions of Order #ММВ-7-15/820@ of the Federal Tax Service of Russia dated December 19, 2018.
If the customer is not connected to the electronic document management system, they can obtain the accounting documents in one of the following ways:
SPBILF 9 ¾ delegates will be provided access to the event remotely via the internet. To gain access to participation in SPBILF 9 ¾, a delegate is required to register on the official Forum website and pay the participation fee.
The SPBILF 9 ¾ recording will remain available for three months after its conclusion for registered delegates who have paid their participation fees.
You will find your SPBILF 9 ¾ participation certificate in your Personal Office in the Participation Certificate section after the conclusion of the Forum’s first day, that is, after May 18, 2021.
Delegates can be replaced until the first day of SPBILF 9 ¾, that is, through May 17, 2021. To replace a delegate, please kindly reach out to Delegate Management at email@example.com.
Please bear in mind that you can have 80% of your participation fee refunded if we receive your withdrawal from participation in SPBILF 9 ¾ through May 17, 2021. If we receive your withdrawal from participation on May 18, 2021, or later, your participation fee shall not be refunded. To register your withdrawal from participation in SPBILF 9 ¾ and apply for a refund, please contact Delegate Management at firstname.lastname@example.org.
The amount will be refunded to the legal entity/individual (customer) who effectuated the payment of the SPBILF 9 ¾ participation fee. If a bank card was used for the transaction, the amount will be refunded to the card used for the payment.
The official SPBILF 9 ¾ programme includes the Plenary Session, lectures, presentations, discussion sessions and other online events.
Discussion sessions are categorised by tracks, with each track featuring an ordinal number. Each discussion session is assigned a two-digit number, where the first digit is the track number, and the second is the session number within the track.
The provisional official SPBILF 9 ¾ programme is available on the official Forum website in the Programme section.
The SPBILF 9 ¾ delegate package includes all of the events on the official Forum programme.

Please kindly pay attention to the fact that all presentations at the Forum are governed by the Offer of Agreement, which regulates the conditions of public speeches by participants at the Forum. Please familiarize yourself with it in advance.
A partner is an organisation offering sponsorship to the Forum in exchange for advertising options and integrating its brand in events within the SPBILF. /
An information partner is a Russian or foreign media agency and (or) association offering information support for the Forum promotion during its preparation and holding and coverage of the Forum’s outcomes upon its conclusion.

Any use of the Forum’s design elements in partner materials requires prior approval of the Organising Committee. Forum partners cannot use the Forum’s design elements in materials unrelated to the Forum. .
The X SPBILF is expected to take place in 2022. The event dates for the X SPBILF will be announced at a later time.
Since the X SPBILF has been rescheduled from May 2020 to a later date, delegates with purchased packages may choose from the following options:
All purchased X SPBILF participation packages shall remain valid without changes to the participant status or price.
Please bear in mind that the holders of participation packages are legal entities/individuals (customers) who effectuated the payment and not the delegates/accompanying persons listed in corresponding participation agreements (offers) concluded before March 25, 2020.
The customers are free in their choice of delegates/accompanying persons who will participate in the X SPBILF when it is held. For packages purchased at a special price, we would like to remind you that the delegate(s) must meet the discount eligibility criteria set out on the Forum website. .
