Following issues will be on the agenda of the session:

  • WADA as world’s anti-doping monopolist: competence and role in implementation of World Anti-Doping Programme;
  • UNESCO International Convention against Doping in Sport: state’s responsibilities and obligations doping countering;
  • legal value of McLaren Independent Investigation Reports, and decisions of IOC Disciplinary Commission chaired by Denis Oswald and Samuel Schmid in finding of guilt of Russia’s sports authorities in breaching anti-doping rules;
  • overview of Oswald’s commission decisions on disqualification of Russian athletes;
  • suspension of the Russian Olympic Committee (ROC) and RUSADA: legal grounds under the Olympic Charter and World Anti-Doping Code;
  • IOC decisions on Russian athletes and international human rights treaties;
  • CAS Anti-doping Division as a body resolving urgent cases on violation of anti-doping rules during the Olympics: the issue of compliance with Article 6 of the European Convention on Human Rights on the right to a fair trial.
