On the second day of the 5th International Legal Forum in St Petersburg, Valery Zorkin, Chairman of the Constitutional Court of the Russian Federation, delivered a lecture titled "Power of Law and the Right to Power” which discussed topics such as tolerance, return of death penalty, prisoner rights and relation between law and ethic aspects.
