6.1. Standardization of Forensic Services, Forensic Initiative, Creative Approach to Forensic Activity: Opportunities and Limitations

Description

Globalization of problems of the rule of law, the need to use of expert’s opinions at international courts promote introduction mechanisms of standardization of forensic science activity. At the same time by production of forensic expertise traditionally large role is played by such concepts as an expert initiative and creative approach to the choice of the methods and means necessary for the solution of the set expert tasks. The aim of a discussion is the analysis and systematization modern the practician of introduction of standardization in forensic activity, features of manifestation of an expert initiative and realization of creative approach to forensic science activity.

It is planned to discuss the following topics:
  1. Interdependence of concepts of an expert initiative, creative approach to production of forensic expertise and requirements of scientific and technical progress: analysis and improvement of theoretical and organizational and legal aspects.
  2. International trends in the field of standardization of the forensic science activity, standardization of the forensic science activity in Europe, experience of Bosnia and Herzegovina.
  3. Role of standardization for creation of the Euroasian judicial and expert space.
  4. Discussion about opportunities to use innovations of the national legislation on standardization at forensic science activity.
  5. Standardization as the effective instrument of introduction of a quality management system in forensic science activity: Russian and foreign experience.
  6. Modern approaches to professional education and advanced training of experts in the framework of standardization: national and international experience.

Deputy Director of the Russian Federal Centre of Forensic Science of the Russian Ministry of Justice.

Higher education, Dr.Sci. (Law), professor.

Professional experience

He is one of the leading scientists in the field of scientific and methodological support for forensic expertise, and as well he is actively working to harmonize the forensic activity employing the modern quality management systems. Since 2002 he is the Deputy Director of the Russian Federal Centre of Forensic Science of the Russian Ministry of Justice.

Specialist area, professional interests

Forensic science activity. Doctor of Law, Ph.D (military sciences), professor on "Criminal trial, criminalistics and forensic sciences; operation-searching activity."

Achievements, rewards

Awarded the departmental awards of the Russian Defense Ministry, the Interior Ministry of Russia, the Russian Ministry of Justice, including a badge of Honored Worker of the Russian Justice. He was awarded as well the Honorary Diploma of the Russian Government in 2013.

He is an author of more than 80 scientific articles on forensic science actual problems, including in the field of development the methodological foundations of forensic expertise in the sphere of computer information.

Associate Professor of forensic activities of the Law Institute of the Russian University of peoples' friendship (RUDN), senior scientist of RFCFS of the Ministry of Justice.

In 1982 he graduated from the law faculty of Moscow state University. M. V. Lomonosov. PhD.

Professional experience

Has many years of practical experience of expert work in the area of traditional forensic examinations. For several years he performed the duties on the organization of production expertise and the development of scientific and methodological bases of forensic examination as the head of the crime lab, Deputy Director of the Federal center of forensic expertise of the Ministry of justice and the Deputy chief of The Central forensic customs administration of Russia. Since 2013 involved in research and teaching activities in the Federal center of forensic expertise of RUDN. He is a representative of RUDN in the Technical Committee on standardization № 134 "Forensic science".
